I’m plenty afraid of being wrong. That’s why I missed out on a lot of life’s opportunities.

I don’t necessarily disagree with you; however, I would still think you’d be at least a little happy about it. The article does say certain equipment will be banned:
“President Barack Obama on Monday banned police departments from using certain military hardware and restricted the use of riot shields…”

The President even addresses one of your concerns:
“We’ve seen how militarized gear can sometimes give people the feeling like there’s an occupied force, as opposed to a force that is part of that community it is protecting and serving,”
