I don’t know if I misunderstand your post or not but Breaking Bad’s story as shown was about Albuquerque .
The longer I do this board the more I feel a consumption tax is the way to go .
No tax for water ,food and electricity everything that comes into America or is consumed in America is taxed at the wholesale level

Answer: Save money.
Instead we (poor, working, & middle class) like to buy things. Cars, big screen TVs, clothes, etc… Adding a consumption tax will increase the tax burden on the vast majority of consumers. The 1% would love your plan.

It could , but if I were King of America the essentials of life Food , Water , Electricity , possibly housing to a certain level would be exempt .
I know the wealthy would be after that too .
You could probably make the present system work if you gave every person in the house $10,000 tax free and pro rated taxes with write offs . income is income . I know it is over my head but I could negotiate as well as any accountant I have ever met
