If one seeks to consume carbs pretty much only before and after workouts (other times only veggies), would that result in a diminished ability to lift when compared to eating carbs at every meal?
NO because your body will adapt to using other fuel sources and sparingly your pools of glycogen.
More carbs all day doesn’t mean a better workout , your body will just rip through your stores faster.
Personally I find poliquins recomendations to work better regarding carbs.
Mostly taken POST workout in the 2 to 4 hours after.
when taken before a workout your nervous system relaxes, and you will have a lessened adrenaline response from any therms, stimulants you are taking and in general be slightly more relaxed during your workout. Plus your growth hormone will have a stronger pulse by keeping insulin in check.
PWO you need the carbs to relax, bring down cortisol, and replenish what glycogen youve lost during training.
It will take you 5 days to adapt to a slightly lower carb diet.
What does your preworkout meal look like? About how many grams of carbs?

Do you lift? If so, why don’t you try it and see what happens?
From my personal experience, your lifting capacity diminishes initially. Once you’ve become accustomed to low-carb eating, you go back to normal capacity. This takes a few weeks.
I suspect it might not work like this for everyone, but for me it did.
