You might be able to increase the size of the brachialis, but no, in general, if you see an article making it seem like you can go from a flat peak to a high peak, it is bullshit.
Make the muscle bigger and your peak will be less noticeable. King Beef has a higher peak than I do even though my arms are bigger overall.
You have to realize that these authors have to write about something.
