Form on Rows

Are you suppose to bend back and forward at the waist AT ALL during bentover or seated rows as the weight moves in the same direction?

I’m not talking about a lot of movement, just a very small natural amount that might allow one to use more weight. Or is this still cheating?

Invincible, yes just a very small natural amount. The important thing in barbell rows and seated cable row is when the bar has reached your navel or your lower chest ("ABBH style) to contract the scapulae for 1 second. Then, in the eccentric portion,release the weight relatively slowly. Use always the correct form of execution with weights OK for you.
