Not really. There are plenty of public places where eating and drinking are prohibited (Museums, classrooms, Busses, libraries). It’s pretty common. You can’t assume that because you are in a public space you are allowed to eat.

It’s not the norm.

I would much rather eat my whopper at the BK lounge rather than the 4 train. I would definitely say the BK lounge is cleaner than a subway train…too many people…too close proximity. A fast food joint will have some kid mopping and cleaning down tables intermittently not the subway.
