Ok this is kind of a strange question but one that I often think about. … When in a mass gaining phase (consuming a surplus of calories/lifting heavy), how is it determined WHERE you put on the muscle? I know that genetic factors come into play somewhat, but is it accurate to say that you will grow the MOST at the bodyparts that you train the most frequently?
Are you kinda saying that if you train you arms 3 times a week for 6 months, your legs are going to grow?

depends on your definition of frequency.
Translation: "I don’t plan on working every muscle group as I just started training and need to get big biceps by Spring Break. If My split looks like:

OP,
I’m not sure why I’m even answering this, but the muscle will go(if it comes, you have to earn it) where the body needs it, ie where you trained it properly to force the need for new muscle fibers. If you only train your upper body, your upper body is going to get almost all if not all the new muscle, your body isn’t dumb and isn’t going to give you 30 inch quads if you only bench press.

That’s easy, just wear vests and wife-beaters; no need to buy new shirts if you just need bigger sleeves.

No. Just cuz you train arms 3x per week and you’re eating 500 calories over surplus doesnt mean you gunna put on 15 poiunds of muscle onto your arms over a couple months. Doesn’t work like that.
A lot of factors go into growth. Whatever you muscles you work, will get broken down and rebuilt.
