I think that is part of it. I would say it is part union ideology and part anti-racism.
However, they never counted on how badly it would affect club med. When you encourage migration as such, some places will have shrinking populations (Portugal) and other places have huge increases (the UK). Ghettoizes parts of the continent substantially.

No it is all about power and control. Mass immigration of unskilled labour eats up all the available entry level jobs that the young need in order to get started working and earning. So instead of going into work in their late teens or early twenties they get shuttled off into what will become a lifetime of unemployment and welfare dependency.
Because they will have no work experience and few if any job skills this means that when they get fed up with their country they won’t have the means to emigrate to somewhere better.
Once you become a dependent of the government you become their bitch. Then they can do what they want to you.
