Some initial findings indicate that it depends on the concentration of the virus one is exposed to - supposedly that’s why a lot of medical staff, exposed to higher concentration of the virus, perished while people who picked it up from secondary sources (surfaces etc.) have midler symptoms.
However this is still in the realm of speculation.

This is true, yes. To some degree the “large amount” also depends on the extent of immunogenicity the virus displays–how fast and how much of an immune response is generated by the virus. This varies by virus through myriad methods.
Think of it like a building fire, with the fictional situation set such that the speed of the fire department response is dictated by how many people pull the alarm. The more people and the sooner they pull the alarms, the faster the firefighters get there. That’s high immunogenicity. A slow, lazy pull of the alarm means the fire has more time to spread and intensify before the truck gets there.

In general for respiratory illnesses. You’re talking about “viral load”, or # viruses per some unit of volume (say, in a mL of blood, or whatever). The specific kind of viral load we are talking about for infection is called viral “shedding” which is the amount of viral particles a person gives off in sneezes, coughs, etc.–their infectiousness.
It gets tricky though, because in general the frequency and duration that someone is exposed to the virus are known risk factors, which is obviously true of medical staff. This is true for the recent Ebola outbreaks as well as numerous other infectious diseases.
Factors that affect the likelihood of a severe case are:
Immunogenicity–how much of a virus presence is needed to cause an immune response
Frequency of exposure
Duration of exposure
Viral load (viral shedding) in an exposure
There are numerous others naturally.

The bill was held up because 1) it is a HUGE piece of legislation 2) wording in Bills is all important, which has Congressional Aides and Lawyers working around the clock 3) the lack of oversight, controls and contractual agreements just weren’t there. Protect your workers, folks…not just buy back a lot of stock, fire people and give executives huge bonuses and 4) It was demanded that these large corporations be put under contractual agreements. ( Much like the GM bailout during the Obama Administration).
One last thing that I alluded to in another thread…you can hate these experienced DEMS like Pelosi and Shumer all you want (not the AOC’s and Talib’s of the Party)…there is one thing these Inglorious Bastards know how to do…that’s to put together huge Legislation like this; negotiate it; twist some arms/give some-take some…and get it passed.
