I’ll expand on the efficacy of the quarantine part outside of dedicated government facilities. Staying there is are voluntary and chosen either by people with large families living in the same households, or foreigners who don’t have a place of residence yet.
You are given a GPS device which you plug into a socket as close to the center of your home as possible. This covers a certain area, the size of which I’m not sure of. You are also given a plastic bracelet for GPS tracking. It’s made in such a way that once you put it on, you can’t take it off without cutting it.
You then have to register this device with a government app and make a video call to a government officer, show him/her your immediate surroundings and that you have put the bracelet on properly. Since they take your records when dispensing this device, they will know if you fail to register. They will video call you once or twice during the quarantine period at random times and make you show them your surroundings again.
If you step out of the area the GPS device covers, the authorities are alerted and you will be charged. When the quarantine period is up, they will return to collect the device and bracelet. That’s when you can cut off the bracelet. If they find the device or bracelet has been tampered with, you will face extra charges of destroying government property.
After about a week, you book a cab that has been registered with the relevant authorities to a testing center. You take the same kind of cab home.
I badly want to do both; but I pride myself on not being a moron, so you’ll have to excuse me for doing neither.

I NEVER said “QUARANTINE IS VOLUNTARY.”
And I was talking about people who CHOOSE HOME QUARANTINE.
I do not know what goes on in government facilities. Maybe you wake up one day with one liver missing or get subject to anal probes during your stay. I don’t care. (The last sentence is sarcasm).
E.g, someone with a large family or elderly family members may not want to risk infecting other household members if he/she has returned from a country with a large proportion of cases so this person may choose to serve out his quarantine in a government facility.
And to be even clearer, over here, my wife served her quarantine at home when she returned from China but I wasn’t quarantined even though we live in the same house because I didn’t leave the country.
Which means she had to stay at home while I was able to go tapdancing and singing in the street with an umbrella when it was raining as long as I had my mask on.
And to be even more clear lest someone thinks I was being horrifically irresponsible by going out and torturing innocent bystanders with my singing, she already had 3 tests prior to that. Once before leaving the country, once during her quarantine in China, and once prior to leaving China because China won’t you board an airline without a negative test taken within the last 2 days or something I can’t remember.

God! I believe it’s part of the new Christianity. Call yourself Christian and do all the things opposite of what Christ said to do.
He said love thy neighbor but wearing a mask during a pandemic is going way too far. Pro-life, not pro inconvenience.
If one’s understanding of Christianity leads him to believe masks are required but faith in God is not, one probably misunderstands.
Neither are required. But caring about the health and safety of others seems like it jives with Christ. Or at least what I was taught about him.
Even if choosing not to wear one belittling someone who does also seems to go against Christ. Again what I was taught.
Wear the masks. It’s being moved against for the lack of masks, not because of its Christianity. Show me targeted/selective enforcement and I’ll take offense.
