There is no “lower lat”. The latissimus dorsi are one big muscle, it doesn’t have any sections (for example the deltoids have several distinct sections, the biceps have two, the pectorals have two, the quads have four, etc.). Most of the time those who have lats that seem “empty” at the bottom have a combination of a longer torso and a long ;at attachment.

You might be able to hit the lower part of the lats fibers a tad more with some exercises. But honestly I’m not a bodybuilding coach. My expertise is building a lot of mass via high performance training. John Meadows would be more suited to help you solve your specific issue.
@Sans: CT is right on the money. I am taller and have noticed that lower lat area you are talking about seems to respond to the deadlift the best. That’s what I noticed with myself anyways. I think it’s the best you can do with the cards you are dealt.
I’m a taller guy at 6’2 with a longer torso, I noticed that my lats lower down became more evident when I squatted and deadlifted more, I gained weight and got leaner, all of a sudden there they were. Trained for performance rather than a bodybuilding style like I had before and my entire look changed, ironically to what I was trying for with the bodybuilding style approach.
