Honestly, if you can’t pull 400 lbs at a solid 180 lbs and you aren’t tall, then you dont need a special program or special exercises, you need to deadlift consistently. Thats it. Deadlift every week, sometimes heavy, sometimes for reps. If you can’t pull 400, then I dont see the logic in thinking that pulling frequently is going to somehow hurt your progress. For a 700 lb puller…yes…but not for someone who pulls 350-390 lbs.
