Could get a food processor and ground up old fashioned oatmeal in it to make flour.
Also, some whole wheat flour is specifically marked “stone-ground” or “coarse-ground”, which has a less marked impact on blood glucose levels.
You could probably also add some bran to the flour, but not too much, as this would make the baked goods fall apart.
There are plenty of wheat alternatives-
spelt, millet, kamut, buckwheat, brown rice… I believe most of them are available as flour, too.
