Well, I’m not sure what question you asked.
They have a whole book on how to run a conclave. It is probably spelled out there, but I can’t really answer your question because as I pointed out, who will lock the Cardinals in the room? Themselves, they make the rules (basically, Pope JPII and Pope Emeritus put the tradition into print). They are there by their own volition, plus they have no boss.
I’m not sure you’re joking about the hotel room and meal ticket, are you?

That is what I read. That every night they have a Hotel Room to sleep in and 3 square meals a day. I think it was The AP that reported that. The Cush Job was the joke.
