There would be no way to know without DEXA (an X-ray method for determining body composition) having been done, which it wasn’t.
Your question, except for the technical problems, is a totally legit one but the technical problems just make it unanswerable. Body fat really cannot be measured accurately any way but DEXA, which hardly ever if ever is done outside of research. Skinfold and underwater weighing just aren’t at all accurate except by luck sometimes. Given skinfold readings, for example, can match up with completely different actual total amounts of bodyfat.
Generally speaking: his skinfolds were clearly a little bit more than the modern standard, but his visceral fat no doubt was quite low given his waist thinness front-to-back. With modern bb’ing drugs and differing genetics, I think many competitors today carry more visceral fat than Arnold did while having thinner skin: personal opinion, not measured fact.
His total amount must have been low, but impossible to say what.

Just based on his own “writings” he mentioned using calipers and inferred that bodybuilders tended to hang in the 15% range in the offseason and come down to 8% for competition.
