No doubt about it. Nobody advanced enough to actually need an arm specialization program also needs to start a thread asking about one.
I didn’t think anyone in weightlifting was in danger of under-training their arms, I was mostly trying to get the OP to focus more on getting his major lifts up. Which usually results in more growth overall.
But now that everyone’s all “OMG TRAIN UR ARMZZZ” the OP might just do this crazy arm program…
