w/r/t the OP, what I find interesting is how powerful indoctrination can be. That is, people accept the obvious double standard of “this is bad for you so you cant have it” vs “this is bad for you but you can still have it”, so long as “Thats just the way it is.”
I think another point to consider is that its easier for people to believe a simple lie than a complex truth. If you research why, say, marijuana or cocaine are illegal, you’ll probably find various political, social, economic, cultural, and even racial issues led to that decision. But if you ask the average person, they are likely to give you the simple lie: They’re illegal because they’re bad for you.
I think equally important as personal responsibility (or another aspect of personal responsibility) is having an actual understanding of why certain laws are the way they are, instead of swallowing the 5 second sound bite without question.

The fact of the matter is this country’s economy was created on the growing and selling of tobacco. Tobacco will never be outlawed, and the same goes for alcohol, at least not again. This country’s economy was not founded upon illegal drugs and steroids. Is it still possible to attain and use illegal drugs and steroids? Yes. But you people are missing the point, this country was able to progress into what it is because of shit such as tobacco, regardless of the health risks.

I think the whole point of the OP was to point out how ass-backwards society has become, in the sense that the most harmful, destructive and death-causing drugs are legal and socially acceptable; yet something constructive (although which must be used correctly and responsibly) like AAS is illegal and turns you into a social pariah if you are found to be using them.
