You should read the article. He actually doesn’t think it was a result of only the boycott. Also states it’s hard to say what the boycott did.

While Phelps certainly screwed the pooch for himself by getting caught I don’t think he is the dumbest one in the situation.
What about the photographer? Now there is where the stupidity abounds. “I’m going to disgrace the US and publish a photo of our Great American Hero fuckin up!” Sure he might have made some quick cash by selling the photo to the media but that would have been a one shot deal.
Keep the photo under wraps and use it to extort money from Phelps himself. This would have kept a blemish off the US Olympic team and created a source of residual income for himself.
The photographer is the one who should be ashamed of himself.
