Go ahead and eat up. If you do it right (massive eating style) you won’t gain a lot of fat. I think that you’re in a good position to chow down and put on some good muscle mass. You’ll gain a little fat, but if you do any cutting now you won’t like the results. You’ll end up looking like one of those heroin addicted rock stars.
I’ll hazard a guess that your bodyfat is ~9%-11% based on the photos. I’ll further take a guess that you are a true hardgainer. By that I mean that it is difficult for you to put on much in the way of weight unless your mailing address coincides with the location of the all-you-can eat Country Buffet.
You need to be eating like Fred Flintstone at the end of the cartoon - at the drive-in when his rib order flips the car due to the shear weight! Eat early, eat often (preferably clean) and lift heavy. More data needed to fully critique - propsed or current weight routine and eating regimen.

You ask if you are lean enough to ‘bulk up’, what would you say is the alternative?? Would you really consider trying to ‘cut’? There is nothing to cut…just eat, for the next two years, for Christ’s sake EAT! Meat, Potatoes, Pizza, Ice Cream, anything, don’t be picky!!!
