The fact is, there is so much variation in leverage, size and shape of the tire, and other factors that there is no accurate way of measuring the exact amount of weight you are moving. You’re really overthinking this; the bottom line is just do what you can do.
Like someone said. “Who cares about the numbers?” Old tires are worn and the rubber is slippery. New rubber has grip to it. New tires also have more tread to grip. Tractor tires have bigger tread than loader tires, which will give you a better handle to grab. Just flip the sucker.

Is it 1/2 the weight? 2/3 of the weight? Something else?
Say I was to flip a 400 lb tire, how much weight would I actually be lifting?

You’re comparing apples to grapes. Flipping a tire doesn’t replicate any gym lift that I know of.
flippin tires should be just for fun unless your training for a stongman. If it’s too easy, flip them faster and farther. Or like mentioned, get yourself a bigger one. But just have fun
