I honestly think most of these guys need to put away the calipers and tape measures and simply try to increase their weight and strength. I remember measuring my arms when I first started. the next time I picked up a tape measure was when they were 18" in college.
Larry Scott wrote an article in Flex when I was a kid about how worrying about measurements too much can hold you back…because change doesn’t come that quickly to be measurable in all cases…leading to someone assuming no growth unless they look at strength and body weights.
I agree. There is no reason on Earth to have an initial goal that low…unless they really don’t plan on much more than that.
15.5 inch arms? That’s unpossible.
I am 5’10" and will post my pic of my 14.5" - 15.5" arms after my diet is over (hopefully in 6 - 8 more weeks). I started with 18" OBESE arms and I am sure by the time I lose 50 - 60 pounds of my fat/lard in total, I will have the pics you are looking for. Stay tuned.

Just to satisfy his curiosity the pics in my profile in my “after” shots are me with about 15 inch arms… They look okay in those shots, but they got totally covered up in a T-Shirt, which is not what I’m after right now.
This person might be going through something like what I went through when I first started, weighing in at a whopping 150 pounds.
My goal initial was 165 pounds. I genuinely thought I would be “done” when I hit that weight. I did, then I moved the goal post to 175. Again I thought that would be it, game over.
I’m at about 200 semi-lean right now and looking for another 15-20 pounds. I think I’ll finally be “happy” when I get there… But I just dont know anymore.
Lets let this kid have his 15.5 inches, and then when he gets there he’ll want another inch and half.

I remember in college I was 165 lbs (not sure of arm size). I seriously thought getting to 175 with 15" arms would be ideal. wow.

Nope, I’m not trolling, I just wanted to get an idea of what 15.5 inch arms looked like that’s all, as I hope to reach that target within the next 6-8 months, and then on to my next 17 inch goal. I do it in stages you see, so getting fucking douchy comments on hre really don’t help
