I think we can safely assume that all of that would be one power. Flying would be fairly useless if…
a) You were slower than a pidgeon
b) You got altitude sickness every time you flew too high
c) You had to rise into the sky at a rate of 1m per hour to accustomise yourself to the oxgen levels.
d) You got bad skin rash form the opposing wind.
e) You broke your ankles every time you landed
f) You got Hypothermia every time you attempted to fly through clouds.
g) You got facialy scarred every time you flew through hail.
