Not exactly cataclysmic, but I feel better.
HA! Just had a thought that knowing my dumb ass luck a new position I apply for will end up reporting to the dickhead I currently work for!

I was actually in HR for about 18 months helping them with some new systems. I’ve stayed friends with a lot of staff there and was having lunch last week with one of them. She knows my boss and can’t stand him. It was at this lunch I found out HR had approached my Department Head about me coming back to help HR. Department Head told them that wasn’t happening which made me think he doesn’t want to lose me which kinda got me thinking I need to let him know I ain’t happy.

Interesting, sounds like you have some place of power to work with then.
It’s been a lot of years since I was in civil service, but as I recall, anything past GS-11 is competitive and must be applied for. So advancement is not guaranteed, correct?

Correct. In the DC Area GS-11 is not exactly a dime a dozen, but I think like 50% of the workforce is 9-12…scale goes to 15…I’m happy with my GS etc, just can’t stand the ol’ boss-oh…oh well…could be worse!
Update - Went to the Deputy of my Agency and explained the situation. Have been given another assignment in a different department. Deputy asked me to go and file a Harassment Claim. I declined, but then 2 days later someone else did. Mr. Dick Head is still at his job, but I’m believing his House of Cards is crumbling.
