The patriotism that is displayed in the US is unheard of in Europe. So if you meant that only “40 French are proud to be French” means the rest is ashamed of being French or even hates France you draw the wrong conclusions.
Most of us are aware that we are a part of a specific culture and most of us appreciate that, but to force our children to pledge allegiance to a flag, have national flags everywhere and the whole deification of people in uniform that seems to go hand in hand with it is frowned upon, in part because it reminds us toom much of our recent past.
To sum it up, we are not particularily proud of geographical coincidences like the place of our birth.
You have a point though that the more nationalist among us usually hate other Europeans, not the US.
