Why Aren’t Testosterone Blood Levels Way Higher On Cycle?

If the average male produces 4-9mg of Test a day with blood levels of 300-1000ng/dL and 500mg of test e a week gives you about 70mg a day then shouldn’t blood levels be more than double what they are on cycle? The average at 500mg a week is about 3200ng/dL from what I’ve read. Even taking into account ester weight it’s still off by a lot
