What Is 'strong'?

The last few weeks I heard you mention a few times how much people were able to lift when answering questions over here.
Now, my question is: when do you consider someone strong?
A few consideration you might find helpful answering my question: Do you measure strength in lifts? Is strength always relative, absolute, or does it depend? Do you like measuring strength in formulas based around bodyweight, or in categories per weight, or in another way?
