So I have been using creatine and hmb pills for a month or two now; but recently I ordered from what seems to be a really reputable vendor a “beginners kit” which includes 365mg Test E per week, 40mg Dbol per day for a wee; followed by PCT. I’m 205 pounds and 6 ft tall. I’m trying to get swole ASF and keep the muscle on after the cycle. My questions are what to expect mood change wise and other changes wise during and after and what are the long term potential negative side effects. I’ve done some research but want to know more

If you want to grow you need to get diet and training optimized.
Bulk up to this weight? Thats achievable naturally for sure. If you’re less than this you’re undersized and probably be better with a coach/trainer that can show you how to eat properly. So you’re stating your plan is 365mg Test E per week, 40mg Dbol per day followed by PCT?

Isn’t the lower end of an effective dose like 15mg/day?

I reckon that general answer to the question “should I take steroids?” is no, or “how should I take steroids?” is don’t.
There’s plenty quality information around. Somebody might be able to give links or something, but if you haven’t done the research and understand the situation/risks/procedures/everything else, I think nobody will recommend this to you.
Is it a lot? Nah, but def higher end for beginner. I think my first cycle I took 30mg with Test. They used to come in 10mg tabs and seemed a lot stronger 25 years ago. Now everybody provides them in 25 or 50mg it seems. I wouldn’t go less than 25mg.
My first AAS cycle was 10mg/day of Dianabol (only). I made noticeable gains. But after a couple years, I jumped it to 15mg/day, which seemed slightly more effective.
As to what I guess is your point, I believe that all those starting AAS should start with low weekly quantities. Save the larger doses when getting more muscle plateaus.
Knowing what I experienced I would have my first cycle 200mg/wk testosterone and 15 to 20mg/day dbol. And if I made some nice gains I would repeat on the 2nd cycle.
There is zero reason why a first cycle should include anything but test.
