Yeah there’s always that little bit of wiggle room in the arguments, but he wasn’t targeting American Citizens with that policy.
Call me old-fashioned if you want, but if I were a college student studying abroad in Somalia, I wouldn’t make overthrowing their core concepts of government a priority during my stay. I also wouldn’t attempt to join their local police force, no matter how comical of a Somalian movie it might have made.

Complicated Q, and “the same as what he inherited” is almost impossible to judge because he inherited a once in a lifetime pandemic recovery to clean up.
I think a better way to ask the question is how did he do with the economic situation he inherited. And the best way to judge that is “how did the rest of the world do?”
On the whole, when you weigh the US recovery compared to the rest of the world, I think the US did a very good job with everything, all economic factors considered, with the only major downside being in the inflation that was brought on in part by both administrations spending our way out of it, but trump gets a completely free pass on it because he lost in 2020 and thus didnt have to deal with any of it… And now he was handed the economy after inflation has cooled off and gets to take credit for it
Put another way, I think Biden and his admin handled COVID recovery better than a trump admin would have economically
