It sounds like you are totally missing what this bill does.
If you read the politifact article on it, the only thing this bill does is add âoral and anal sexâ to the existing law. Previously the exception ONLY applied to vaginal sex, this bill just now includes anal and oral to take into account the LGBTQ community. Vaginal sex and the 10 yr difference were already in the law. And, this is the BIG thing to remember here, the sex offender registry requirement can only be waived by a judges order, so it is VERY unlikely a 24 yr old taking advantage of a 15 yr old will not have to register.
Also, this changes nothing about the criminal law. It strictly pertains to having to register post-conviction.
