I always took ‘base’ to mean ‘number of voters you can rely on to not sway.’

Biden is getting shafted in this. He’s bad at understanding personal space. If he was actually creeping, either he has the weirdest kinks or there would be something more overtly sexual than “He kissed the back of my head while touching my shoulders.”
