The point is that you don’t need to choke someone to control their head. The noble sport of wrestling has a million ways to hold someone down without killing them. Surely, BJJ has at least a couple.
I’m just guessing here, but it is likely the marine has never trained in a bjj gym. The MCMAP (Marine Corps Martial Arts Program) definitely includes training a RNC.
Safely restraining your enemies in wartime is probably not a high training priority for the Marine Corps.
There are things you can do but they require training, lots of it. You can’t hold the average person to that standard.
