Defense. A base in Ukraine would be very useful for defending Ukraine. It gives you more ability to see incoming threats with radar and more ability to deploy missile defense systems. It allows you to respond faster to threats.
But unless not allowing Putin to bully his neighbors is a threat, it isnât a threat.

Missile defense systems are defensive. They arenât designed to (or capable of) hitting ground targets offensively. They shoot down incoming missiles to protect the surrounding area from attack. They donât threaten Moscow no matter where they are.
Also, how does Putin have the right to protect himself by invading another country? That violates the very principle you are trying to argue for.

And for attacking Russia. Ukraine bordering Russia, is certainly a threat to Russia, especially with the coup that took place.
