The only people in Russia that (somewhat) matter - the Tsarās courtiers - work in the roughly two square miles around the Kremlin. Tuckerās shopping center approximately delimits that area from the south.
Everyone else - including the entire city of Belgorod - is expendable. Itās especially ironic considering Russiaās obsession with imperial conquest that the average Russian would absolutely not give a fuck if Belgorod - or any other city besides Moscow - disappeared today or was ceded to another country.
One of the few cities Russians are actually fixated upon is Odessa. Most of the boomers running Russia visited the city decades ago in then Ukrainian SSR during the obligatory early summer school trips and came away with the impression of a nice, clean city with a (comparatively) warm climate, nice beaches and where everyone speaks Russian but arenāt totally rude assholes.

The US warned Russia two weeks ago (check the tweet date) about a potential ISIS-K attack on Russian soil.
Khabibās Dagestan was usually teeming with Rosgvardiya personnel - literally every village had a checkpoint and some APCs watching over them.
I suppose since the start of the full scale invasion lots of these resources were redeployed to the front, enabling the IS-K to get some breathing space.
Just a reminder that societies led by strongmen absolutely suck at providing security to their citizens.
