Power Snatch/High Pull Set Progression for Activation Purposes?

Hi Coach. When using either the Power Snatch or High Pull for activation purposes, would you go straight to sets of 60 - 70% of your 1RM or perform a few progressively lighter sets first?

Always perform 3 gradually heavier warm-up sets first.

Something like bar, 40%, 50%
