You can buy ready-made PCs for less than you think. They dont need you to be a know-it-all about software updates either.

PC’s are always going to be a little ahead of consoles in terms of what kind of graphics they can crank out, but they only make major jumps when console generations also do. So realistically, if a shorter draw distance, a bit more aliasing and some not quite as high resolution textures arent the end of the world for you, a good console gives you at least the better part of a decade, without ever having to do anything to it. I would not say the graphics diffences are small though. They indeed are two different animals, one of my video cards equals the price of a PS4 and the visual difference is significant (30fps vs +100fps). That said, consoles are certainly more affordable for a 5+ year run. The PS4 should be fantastic and will have some great games.
