This was written almost forty years ago. Many of the social constraints mentioned (encourage women to work, compulsory education of children, encourage increased homosexuality, fertility control agents in water supply) are painfully evident today.

And I think the fruits of this effort are paying off. Birth rates for all groups (with the notable exception of Hispanics) have been declining over the past four decades.

Yes. The government compels taxpayers to pay for it, and compels parents to send their children. That worked out really well now, didn’t it?
