Declarations of war are made between sovereign nation states. France has been at war against al-Qaida since 2001, and against ISIL for well over a year.

France is a lead participant in the coalition opposing ISIL. Some 1,200 (nearly half of all European jihadis) Frenchmen have joined ISIL. It isn’t unreasonable to suspect that the Paris attack was ISIL networked or inspired. ISIL also praised the attack on social media. AQAP hasn’t.

The problem is they are not known for doing such attacks, their entire existence is based on expanding through their immediate and controllable area not organized attacks on foreign soil.

Terrorist attacks can be described as directed, networked, or inspired. If the organization is responsible for the attack, it’s likely that it was directed or networked. I’m in ā€œile de Franceā€ but not in Paris intra muros. Nothing moves in my area. No one in the streets. Stores are closed. Everything seems weirdly ā€œfrozenā€ right now.

I believed ISIL was the likely culprit as soon as I learned of the attacks. It’s only a matter of if and when violent jihadism will come full circle when 1,200 of a state’s citizens emigrate to a terrorist quasi-state.
