Although I somewhat agree with the basic premise, his plan is absolute lunacy.
We don’t need conscripted homeland security youth. The logistics of managing that are incredible. How much of the population does the age range of 18-25 represent? 20 million? 30 million? Who is going to pay for their training and equipment? Who is going to assure compliance? What are we going to do, build new prisons for those who refuse?
However, I do see some value in establishing a method of organizing local communities in the event of a disaster or attack. Instead, why couldnt he push for volunteer service? That way you could train the populace on things like incident command and provide for a means of communicating with each other should some serious event require it. This would be more in line with the concept of the militias that helped win us our freedom. Developing this system with volunteers, who could be much older than 25, also allows for a broad range of skills to be available should they be needed.
For example, some of my buddies are construction divers and were working in NYC when the towers were attacked. They spent a week diving in the lower levels of the towers looking for bodies and closing off pipes and such. You probably wouldnt have such specialized skills readily available with just a corps of 18-25 year olds. We already make use of private volunteer organizations with tracking dogs in law enforcement.
Chinese military journals have been detailing ways to crush America in a military conflict. Imagine their dismay if a system were put into place to organize the citizenry under a unified command. Combine that with the protections of the 2nd amendment and they can forget ever setting foot on the American mainland if that were their goal in a few decades.
Most importantly, volunteers from all walks of life would be impossible to manipulate into something they thought was immoral. For example, should we have another Katrina, the conscripts could be ordered to go to all empty homes and confiscate any guns they find for the public’s “safety”. Refuse and I would imagine they could be jailed. Its not like they can opt out of this mandatory service. Volunteers could refuse or leave the “civil defense program” if they felt at odds with some of the agenda.
But maybe that is not the point…
