Note the word “require”. Not encourage, request or provide the opportunity to. The word is require.
No doubt many of those hours will include political indoctrination and education.

I’m not doing community service unless I feel like helping people (and I do on occasion).
I don’t mind helping out charities but he can take his 100 hours and shove them up his ass.

Won’t this also mess up the kids who have been doing community service in order to show it to colleges? They are going to have to do a shitload more now, in order for it to be worth a second glance.
