I think it is unreal to think any man carrying that much muscle on a frame under 6 feet tall will have a tiny wasp waist like that…and blaming steroids for it is a little off.

These guys are not that tall. You take 270+lbs and slap it on a frame that is only 5’10" and I seriously doubt it will be structurally sound to expect to see a 29" waist holding that whole brick shithouse up.
