I don’t remember anyone ever making that distinction aside from loose chatter on the internet. In general, they allow these guys to win for years even if others are better. That is why Shawn Ray, Kevin Levrone, and Flex Wheeler never won it.

That “chatter” has been going on long before the internet… and before home computers were in every home. When an entire corporate empire (based on magazine and supplement sales) is driven by the star power of one particular champ (winnings deserved or not), you have to raise an eyebrow at the least.
Weider has always been at the center of that target. The Weiders deserve much credit for the promotion of the sport, yet duly take the blame for much of the distortion of it as well.

Is there anything more reliable than loose chatter on the internet?
The chatter is supported by > 10 years of results and the fact that Weider sponsors the whole event, but there does also seem to be a feel that the judges simply want people to win multiple times to keep the O title more prestigious. 45 years and only how many winners? 11?

Arnold never lost. He just didnt compete the years he didnt win.

It is true. Arnold never lost the title. He retired after the 75 Olympia and then came back in 1980 to compete one last time.
Others won from 76 - 79 but he didn’t lose, he just didn’t compete.
