How would you make evenly spaced markings on the perimeter of a circle? I need 200 tick marks.

Trick question. To make evenly spaced tickmarks you’d first have to travel half the distance between the start and the first tickmark. And logically, to travel this distance, you’d have to travel half the distance between this half. And you would repeat this process so on and so on until infinity.
Therefore; motion is impossible.
Start your protractor at 0 degrees. Make a mark at 1.8 degrees. Extend a line from the center of your circle, through that mark, to the edge of the circle.
Go back, and make a second mark, 1.8 degree above the first mark. Extend a line from the center point, through your 3.6 degree protractor mark, to the edge of the circle.
Repeat, ad naseum.
If you then add some LED lights, you could make a cool chandelier.
Then you get big time construction paid for arts and crafts effort.
The instant they are walking to the tick mark they wouldn’t move to where they want to be as no time goes by in that paused instant, and they wouldn’t move to where are standing as they are already standing there. So in that instant of time there is no motion occurring and since time is made of instants just like that motion is impossible.
It will be done on paper using a tape compass.

Sizes will vary.
Set a drawing compass to 1/200 of the circumference then just walk it around the circle, point over point.
Or if that is too small, make it 1/100 and do the same thing twice, second time starting at half of two points.
