Yes. But what data are they compiling? They have access to number of rape reports and number of prosecutions and number of convictions. They also can probably compile data on the number of prosecutions and convictions of false reports. That leaves us with a large majority of reports that did not result in a prosecution or conviction of any sort.
What data are they using to determine the veracity of those reports? At best they are reading the reports and making judgments based on the opinions of those who wrote the reports. If those opinions were backed up by facts, I would expect to see prosecutions.

Look at the link you provided about the UK, a large number of reported rapes were withdrawn before a trial by the accuser for 15 different reasons.
I’ll say again, a lack of convictions =/= a lack of rape. I expected to see OJ convicted of murder with all those perky facts and evidence, but we all know how that turned out.
Ask any lawyer, facts/evidence do not = conviction.

Also, important note, shame the next morning no recollection of the events leading to sex due to inebriation should not equal rape, but it does. Those types of accusations are a black eye to real rape victims. And I agree with Ryan on guys being pigs that hit on obviously drunk girls, however, immoral should not equal illegal. And if the guy in that situation is drunk as well, what is the difference. They both made equally poor decisions.

I dont know anything about foster children, but I would not be surprised if their behavior was just an unhealthy exaggeration of normal behavior.

I have a bit of a problem with that, because it is not about me.
On the other hand, girls that were pretty average, objectively speaking, displayed a kind of casual arrogance and dismissiveness that should be reserved to royalty, so I am not that sure, that even average women have a realistic measure of their market value untill reality forces it upon them.
