Has anyone been able to find licorice root cream, or tried applying it topically as Dr. Serrano suggests? I have had no luck trying to locate any.

What you’re looking for would be Glycyrrhetinic acid. It’s found in licorice. Last I checked, it was only available in one product, as a research chemical.
Oh, and it may or may not lower testosterone levels (I think there’s evidence in studies supporting both sides of that).
Anyway, I’m sure there’s someone who knows more than I do about it, especially in the steroid forum.
