last time i checked this is on pace to set a record,
i personally know 2 officers who were shot in the line of duty
one his vest stopped the round, he caught the guy who shot him
the other in the days before vest,lost 2 feet of intestines,never was right after that
as a military police,long time ago,guy tried to shoot me with a shotgun,he was so fucked up on drugs he could not get the gun to fire
i look at both sides

when you are given a number to go for,it is a quota

In the social sciences, I think its called a “defacto” quota.

It’s not a “quota,” but the particulars come together in such a way, the result is just like a quota.

Now, everyone can be happy.

I respectfully disagree. What you described is over eager management that strives to keep all patrol officers competitive, or at least on the same level. They use the top officer(s) writing tickets as a benchmark to encourage the other officers to keep up. That is not a quota system that is an overzealous supervisor encouraging his officers to keep up with one or two particular officers. And it is a really horrible supervisory technique.

No, actually for that to be true every supervisor of every shift would have to employ the same techniques. And it has been my experience that the only time that this occurs is when the Chief of Police is encouraging such supervisory techniques. And it has been my experience that this is not the case.

One “shift” competes with eachother, between themselves, for tickets. They develop a minimum standard. The rest of the department is measured against the top performers. The standard just became the quota. We call this the invisible hand.

The test becomes the curiculum.

if you read enough you will find some police chiefs have a “laid back” approach to enforceing traffic ,and minor offenses
and some take a hard stance on any offense no matter how small
if you look only at where you are you might be looking at one or the other

Actually it’s been my experience that most Chiefs of Police are at least part politician which keeps them from issuing orders like quota’s which always angers the general populace. Once angered they complain to the Mayor at which time the Chief is sitting in the Mayor’s office and suddenly the problem is disappears…

The fact is there are no quota systems to my knowledge anywhere in the country. State Police do not have them for obvious reasons. Cities do not have them and Sheriff Departments which could possibly be the only law enforcement agency to have them because the Sheriff is so independent being an elected official do not have them. Keep in mind that the Sheriff wants to get reelected.

There just are no ticket quota’s and the sooner that old lie dies the better.

had a town near me ,had this happen,to many tickets,next election lost by a landslide,
if you contain ticket writing to certian segments of your population it can be pulled off,
mayor does not listen to everybody

The underlying issue, no matter what you call it, it is policing by the numbers. And that needs to end, because it encourages police to do things they do not need to and focus on things that are not beneficial to anybody but buerocrats.

Lol… A friend of mine got a ticket for 56 in a 55… on Christmas eve.

There is policing by numbers… you can call it what you want.

You would have to define exactly what you mean.

In the majority of US cities, laws forbid the mayor from meeting directly with the Chief of Police.

If I understand correctly, the notion is that the police should not ever write tickets or make arrests. If they do, someone will come up with a leaked email or some data that shows it was part of a “quota system” or that they were targeting minorities.

Yeah it is a very difficult job to say the least.
