To a degree yes. I have my rec and currently live in the same town I grew up in… Naturally I know a lot of people in town, there are dealers who compete with dispensaries that I’ve seen very low, to very high levels.
There’s definitely a niche for illegal dealers but it’s tricky. You have to either target people who don’t have recommendations, or you have to have a product that is superior, and cheaper than what the customer could get legally.
The latter isn’t common unless it’s just after harvest… There are just a lot of seasonal growers who have been doing it illegally and legally for many years, so when harvest hits, late, early etc there ends up being an abundance of quality pot because the area and climate are good for pot, and the people know their strains.
Dealing illegally, it’s done, there’s some money to be made off it, and it’s really difficult to regulate because of the nature of pot… Like, an officer isn’t going to be able to pull me over, sniff my jar and tell I got that particular strain from a street dealer.
Off season, people are pickier about their product… Everyone knows what good indoor is, and unless you are a rookie or novice, you are probably sticking with a dispensary or growing your own.
I think as people smarten up, they just end up growing their own, since we are allowed 12 plants, which is plenty for an individual with a hydroponic setup.
