It is a common pracice. You simply take the latest polls performed by the various credible pollsters: Rasmusen, Zogby, Gallup and many others. You then average (as they oftern conflict) them to get a number.
No on stated that you take old polls and average them…Do you understand?
CNN posted the average of many polls today, and they had Bush up 2%. However, someone made a great point – this has become less of a national election and more of a state by state election. It will come down to the states everyone’s been talking about and the states the candidates have been frequenting: Ohio (Kerry up), Pennsylvania (Kerry up), and Florida (tie).

Uh, no. you don’t even understand your math. He needs to be 5 points ahead to guarantee he is ahead. Like you said it is plus or minus. Those numbers don’t jump magically from one side to the other.
But it is correct that the numbers have a range of 8 points. But that means that if Bush has a 4 point lead, then he falls into the range of even (minus 4) to ahead by 8 (plus 4).
It is best to look at polls that are +/- 3 points or less. Unfortunately that is not possible when looking at the electoral college polls. It is much easier to find enough people to constitute a 3% poll in a nationwide poll then to find that many in a state poll.
Now if you really want to look smart, take two polls that disagree with each other, figure the range for each, and if they overlap, then that overlap is a more accurate range. If they don’t, throw out the smaller sample because it is more likely to be flawed.
