Being born in the USA makes you a citizen. Proving you were born here is another question which has nothing to do with your point. That is, that everyone has to apply for citizenship. If you were born in the USA, you don’t apply for citizenship.
But you have to register your birth. By being born to Jewish parents (or parent) you automatically qualify for Israeli citizenship, but you have to register you birth with them as well.

Having a grandparent who is Italian qualifies you for Italian citizenship. I’m sure many other countries have similar laws. Why is it only an issue for Jews?
