I don’t think there is a black community just as there isn’t a white community. I do think the inner cities are their own culture, regardless of the color of the residents.

Angela Davis was in a talk show in the early 90s and when asked if college should be free, she answered, students should get paid to go to college. This was followed by much applause. As much as I believe college should, if not be free, be much lower cost, I am not crazy enough to think students should get paid.
I think you might be on board with a U.K. style system.
You get loans that are government backed, the fees are capped, you don’t start paying the loan back until you earn more than 18000 a year, and it’s cancelled after 30 years.
It is also incapable of causing bankruptcy, nor does it accrue much interest.
I forgot to add, and I don’t know how it works in the UK, but college should also have higher entrance standards. In the US we have a college for all mindset so many students who should not be in college go regardless (and usually drop out or are kicked out for academic reasons).
Our system is as bad on that front, to be honest. I think the Japanese have the right of it. The college sets entrance exams, and if you pass you can get in. If you don’t make the cut, you don’t.
Since Tony Blair’s push to have every student go to university we have:
Had declining standards and grade inflation.
Destroyed our trade base.
Created thousands of over-‘educated’ graduates who are totally unemployable.
A total shit heap of a situation that will implode in short order.
