Sorry should have specified, by they I meant SHIELD/human forces.

EDIT:

A plot thread justifying the use of lame lasers in WW2 could have been was it was the only effective weapon against the aliens and thus they had to somehow introduce it at a earlier time to explain how they were able to use them in Avengers to combat the threat.

Introducing it in WW2 added nothing, you can say it was worthwhile to have Cpt. America have a reason to be pissy but there could have been other and possibly better motivation for that.

Yeah. SHIELD had the weapons but not the Tesseract to power them. The weapons were useless. That’s why they needed the Avengers.
